That would be the Thousand Islands area in Ontario Canada - St. Lawrence River running between Kingston Ont. and Montreal Quebec. The border runs along the middle of the river river all the way. It's a huge smuggling issue. Native people running primarily cigarettes from the U.S. side to their Indian Reserves in Canada - the Akwesasne Reserve in Ontario is a hub for this. Contraband booze too. It's a big problem. Cops have no authority on Indian reserves and won't do anything.
